Who uses it and how they obtain it

How each user obtains this type, from open sources (research note of 12 October 2026). Confidence concerns the route claim: high means several independent authoritative sources or an official source; medium, one good source with supporting coverage; low, a single source, a party's claim or visual similarity only. 'Contested' means a party denies it, sources disagree, or it rests only on a party's claim. Several primary documents were only reachable through secondary coverage. This is background on the type, not evidence about any specific incident. Explanations are in English.

UserHow obtainedExplanation and sources
Iran (IRGC)own production
Confidence: high

Developed by Shahed Aviation Industries, which CSIS (citing IISS) says copied an Israeli anti-radiation drone design and added satellite navigation. SAIRC, its IRGC-linked design and production centre, was designated by the US Treasury in November 2022.

Components: Wankel-type engine reverse-engineered from a British design (RUSI, via CSIS); Western-brand commercial parts found in recovered examples (RUSI).

Russia (Geran-1)import / supply, licensed or localised production
Confidence: low contested

RUSI says Russia repainted Iranian-supplied Shahed-131/136 drones and renamed them Geran-1 and Geran-2. Ukraine's HUR lists several Alabuga-linked companies as Geran-1 producers, a claim not independently confirmed in the sources found.

Components: HUR lists microcircuits from two China-headquartered makers (BCD Semiconductor, SMC Diode Solutions) and a diode from US-headquartered IXYS (Ukrainian claim).

Houthis (Ansar Allah)import / supply
Confidence: low contested

The DIA (February 2024) says the Houthis call the Shahed-131 'Waid-1'; no delivery, assembly or production route was documented in the sources found. Iran denies arming the Houthis.

Components: unknown (not documented in the sources found)
