The manufacturer delivers an aircraft; the operator organises its use. Depending on the operation, people also handle piloting, maintenance, mission planning, airspace coordination, communications, data protection and incident response. An autonomous feature does not remove the need to define who is responsible.
Civil operational requirements depend on the place and risk of the flight. EASA places BVLOS among examples of specific-category operations; the applicable route can involve an authorisation or another permitted framework. Hardware capability alone is not permission to fly. Consult the relevant aviation authority for an actual operation.
